today, we would like to know if we can still participate in the
competition. I hereby apply to be included in the Encarnación competition. To whom it may concern, please inform me of the inscription
details concerning the International Competition for Ideas for designing
the refurbishment of Seville's Plaza de la Encarnación and
its surrounding area.
We would like to know about the registration fee procedure.
When do we have to pay and how? Firstly, I would like to receive more information concerning
the inscription procedure and if I first have to collect any documents.
I would also like to know the means of payment, if it has to be
deposited in a bank account. Finally, I would like to know the form
that the presentation will take and the characteristics of the place
where the submission is to take place; will there be a specific
place where the plans will be hung or do we to the contrary have
to undertake some kind of mounting ourselves? I would very much like to receive information concerning the
competition. I am writing to find out if it is still possible to participate
in the La Encarnación competition of Seville or if to the
contrary the inscription period is now closed. The rules sent to
me today by my College of Architects are not very clear concerning
the competition's timeframes and procedures. I would like to know exactly how and when I can sign up for
the competition. We are interested in receiving information concerning the International
Competition for Ideas. Please inform us of the Web page where we
can consult the competition's rules. We would like to participate in competition with a colleague. What is the next step? (Nos gustaría participar en el concurso con un compañero. ¿Cuál es el siguiente paso que debemos dar para ello?). We would like to enrol for the competition. Is it necessary to apply beforehand or are the works submitted
directly without previously applying? I would like to receive more information concerning the Competition
for Ideas: Do I have to apply beforehand? Could I have the rules
posted to me on a CD? What do I have to do to participate in the competition? Please clarify if it is necessary to apply beforehand and if
so, what information must I provide? I would like to know the closing date for projects as well as
information with regard to its presentation (exhibition panels or
small-format) and where I would have to submit it. We would like to know if the material to be submitted for phase
one of the competition has already been established we are very interested in the Plaza de Encarnación Competition.
We are not sure if we have all of the information concerning the
competition's rules: we would like to know the format in which we
must present our ideas (sketches, plans, models…). Where can I find information concerning the programme as well
as the documentation I would have to submit, the timeframe… I would like to know where I can obtain information concerning
the competition as well as if there is any previous application
procedure in order to participate. Please could you inform me of where I can find the full version
of the rules concerning the Encarnación de Sevilla International
Competition for Ideas. I would like to participate in the Plaza de Encarnaión
competition, but I do not know if I have to apply and if I am still
in time to do so. All of the available information concerning the competition is to be found on its Website: http://www.encarnacion.plandesevilla.org/ The above Website contains a downloads section where competitors
will be able to obtain all of the documentation that they consider
useful in order to present their proposals. There is also a debating
forum and a section with the latest news concerning the Encarnación
competition. The Website is the only medium that will be used to
provide information.
Registering on the Website only gives access to the downloads section and does not commit any of the parties involved to anything. The data thus collected is used only for statistical purposes as well as enabling the organisers to communicate to those registered the different events, updates etc. that occur during the competition. Can situation photographs be added to the general documentation? We have not found any panoramic photographs of the Plaza and
its surrounding area available to competitors. Given the fact that
we regard them as fundamental to enable us to draw up proposals,
we would like you to send us panoramic photographs as well as photographs
of the Plaza's elevations. Can you publish some photos of the competition site in the Web?
Can we see or receive the other enquiries made by competitors?
As we were unable to attend the informative session held on
December 3rd in Seville, we would like to know if we can obtain
information concerning some of the points raised there via the Website.
Moreover, we would like to know if the replies to the enquiries
made are freely accessible to all participants after the planned
date. As was published in the NEWS section of the competition's Website, photographs of Plaza de la Encarnación have been included. There are 59 high-resolution JPEG photographs available, organised into ten different groups. All of the enquiries received via the Website and their respective answers have been reorganised, according to their content, and published. A brief summary in video form of December 3rd's meeting will
be published on the Website shortly, as will a written summary. No group visit to the site has been planned. Such a visit is not feasible due to the fact that it would interfere with the archaeological work being performed there at present. I have a question concerning the Encarnación competition
prizes. I am unsure if I have understood correctly that there is
only one prize, that of being commissioned, and a budget of €1,500
for those teams that are chosen to compete in the second phase.
Are these €1,500 to be divided among the ten teams? I am sorry to see that there is no competitors' representative
on the jury, something which I believe contravenes the Supreme Council
of Spanish Architects' regulations concerning competitions. Notwithstanding
the above, and even though I might be mistaken (I have to verify
this point before making any complaint or challenge against the
rules), I feel that including such a representative would have been
a valuable addition, since including him or her in the rules as
a matter of courtesy is customary practice,- above all given the
excessively high number of jurors included in the competition rules. Section 6.1 of the rules, panel 1, identifying envelope states
"it will contain the following data […] telephone number,
fax and email […]. Is the fax number obligatory? Section 6.1 of the rules, panel 1, general organisation, states:
"the minimum scale to be used will be 1:500. does this mean
that the divisor (500) is the minimum allowed, thus enabling competitors
to use higher divisors, or does it mean that the scale of 1:500
= 0.002 is the minimum and that coefficients greater than 0.002
can be used?
As established in the rules, the competitors' inscription in
the competition will take place the day that they submit their work.
This makes it impossible for them to elect a jury member, as happens
in other competitions where competitors apply beforehand. The inclusion of competitors' fax numbers on the identification slip to be included in their identification envelope is not an obligatory requirement, but contact information must be included. If the minimum established scale is 1:500, competitors can only choose scales that increase the size of their designs, in other words, 1:400, 1:300, etc. The date of the jury's verdict and the announcement of the results for PHASE 1 will be made known once the names of the jury members has been announced. I am writing to ask for help because we are interested in participating
in the Plaza de Encarnación competition yet we are unable
to enter our data on the registration page. Might this be due to
the fact that our address and telephone numbers are foreign ones
and thus have a different number of digits than the Spanish ones?
Is there any other means of registering? Thank you in advance for

After having registered for the international competition in Sevilla, I still have problems in downloading all the necessary competition-related data. Could I ask you to send me a complete competition brief on paper as well as a CD-Rom containing all competition-related data (AutoCad14R, DWG-format, DXF-format or AutoCad2004). I am unable to obtain by my own means the graphic and written
documentation. I would like to have it as soon as possible in order
to begin my preparation of a proposal, but I need you to suggest
a quick and easy way to solve this particular question. I am an architect and am interested in the International Competition
for Ideas for Encarnación Seville. I have attempted to access
the documentation via the Town Planning Website but it has not been
possible. Please indicate some other way of accessing the competition
documentation.
there are also several Webpages related to the competition with links to its homepage on their own homepages: http://www.sevilla.org the only means of obtaining documentation is via the competition's Website which up to present has functioned correctly with no incidents present on its registers. Competitors' addresses and telephone numbers are not strictly necessary to register online, something that is still possible despite spelling mistakes. If competitors still have difficulty in registering online, they should again get in contact with the Technical Secretary.
Concerning the services area (sports and social facilities etc.)
You refer us to the "00000 TYPE ACCORDING TO THE GENERAL TOWN
PLANNING CRITERIA" I have not been able to access either these
criteria or the above type of regulation. Sips: is there any specific type of use which must be included
in these 2000m2? In the program you specify a service area of 2,000m2, can you
please give us more detail on the exact functions of this space.
Can this space be divided around the whole site in different emplacements?
Point 2 of the rules (purpose of the competition) states: "
sports/ social etc. facilities" could you please specify what
social and other facilities means exactly? Type 00000 according
to the Town Planning Criteria? What is a "sips area type 00000 according to the Town Planning
Criteria?
With regard to the proposed uses, we must point to a clarification in point 2 of the rules which corrects a transcription error as follows:
Service area built area approx. 4,000 m2 . historical interpretation area Other resources Competitors must therefore propose the location of public uses according to their own criteria. The number, area and location should be those which best respond to the town planning objectives required and must be in accordance with the regulation of mobility presented in each case.
Within the development of the programme and given that the rules
do not specify the point, we would like to know if it is necessary
or advisable to introduce a car park and if this is the case, if
it would be a car park open to the general public or for residents
only. Finally if it were a car park exclusively for the use of residents,
how many spaces it should offer.
The previous car park: Was it a only a project or was it really
built at some point in time? How many parking places did it have?
In the Excerpt of the new Plan for Seville, point 7 states:
"Redevelopment of the surroundings und the criteria applicable
to the Historical Quarter. Parking places" Could you specify
the Historical Quarter criteria and the approximate number of parking
places? Does the Competition for Ideas allow for projects that include
car parking facilities for both commercial and residential use? With regard to parking facilities, a loading and unloading area
for the market must be proposed. This must be of sufficient size
to guarantee this facility's correct functioning as well as that
of the other public uses proposed. Has the emplacement of the Metro exit been decided? Is there at present an interchange in the Plaza and if so, where? Where can we consult the excerpt of the new Plan for Seville
concerning the Encarnación area as well as rotating parking
facilities in Puerta Osario? With regard to the interchange, how many lines will stop there
and what size will the buses be (i.e. normal size or minibuses)? The metro station: What are the constraints? Size? Emplacement?
The bus terminus: how many buses pass through per day, do any
of them park on-site? What will the impact of public transport be in Plaza de la Encarnación
until Metro line 2 opens? The characteristics of Seville's Metro line 2 are those described in the documentation provided by the Ente Público de Gestión de Ferrocarriles Andaluces de la Consejería de Obras Públicas y Transportes (Regional Public Works and Transport Ministry's Public Body for the Management of Andalusian Railways) in DWG format and to be found in the downloads section of the competition's Website. This information is public and as such can be consulted in its entirety at the abovementioned organisation. Competitors must respect the general characteristics of the
infrastructure, in other words the size and distribution of the
tunnels and platforms and the different planes in which the public
space is structured. Moreover we expect proposals concerning the characteristics and distribution of surface public transport, it being understood that in the future, the Metro will eliminate present omnibus traffic going to Encarnación. The square will be linked to metro stations at Recaredo (Amador de los Ríos) and Plaza de Armas, and therefore smaller alternative transport such as minibuses, taxis, moving walkways etc. are possibilities that should be borne in mind by competitors. Are the market's 4,500m2 obligatory or is the programme? The market will be defined according to its functional characteristics, the number and type of stalls are the defining factors. In conclusion, the aim is to recover the special characteristics for social interaction that occur in such places. There is no specified minimum area with regard to the hoped for interaction between the market, public spaces and the public routes of transit proposed. At what depth are the present archaeological excavations? Is the reserved archaeological area where no remains are to
be found at present likely to be used? The archaeological ruins: what is their history? What is important
to keep, can we demolish any of them? We do not fully understand the relationship existing in section
between the archaeological remains and the car park. Can the remains
be visited from the "gallery"? What exactly is the "gallery"?
Do the remains only reach a depth of 5mts below the Plaza's ground
level? At what depth below ground level are the remains?
It is necessary to have a plan available showing the location
of the archaeological excavations with regard to the Plaza's perimeter. Is there any relationship between the heights from ground level
given on the entrance heights: façades plans and those given
in the archaeological report? How can we discover the difference
in height between street level and the highest elements among the
archaeological remains to be found on the site? The presence of archaeology in the subsoil incorporates new
material into the project. The historical time-space, a museum for
all to see, must be part of the proposed solutions, avoiding segregations
with regard to planned uses and attempting to provide a comprehensive
view of the urban evolution thus presented. Detailed characteristics of the remains studied are to be found in the archaeological documentation provided on the competition's Website. What are the town planning regulations for the area, what are
the construction's height limits? I would need to know the maximum heights for buildings in the
Plaza itself. Are there any town planning regulations, e.g. maximum height
applicable to the area? We would like to know what town planning parameters are in force
in the area and where we could obtain a copy. The height of the buildings in the public space available within the area of action is at the competitors' discretion, as are the rest of the characteristics of the proposed building. Their design must however bear in mind criteria of maximum accessibility, comprehension and availability of public space. The building at n° 24 in the square: can it be demolished?
Is there a new function for it, or is it up to us to invent a new
one? Is the Town Hall to be located somewhere else in the area? I would be grateful for information concerning the municipal
building included within the area of action located in Plaza de
la Encarnación on a corner with Puente Pellón, especially
its built area, its floors, their type and section. Who is the present owner of the municipal offices building in
the south of the Plaza and within the ambit of the proposed intervention?
Does it belong to the Town Hall, the Regional Government , the State
or a private owner who rents it to the Town Hall? Paragraph 2, section, in the section other resources it states
"the municipal building Plaza de Encarnación nº
24 ... fall[s] within the area of action". Could you provide
planimetries of the same? What type of town planning regulations
have to be fulfilled in the area of action defined as other "resources"?
if this is the case, could you please specify them? Is there a programme for those buildings (municipal building
nº 24 and the temporary market facilities) upon which proposals
must be made, or are we at liberty to present our own programme? I would like information with regard to the building presently
occupying the corner of Encarnación and Puente y Pellón
so that we can evaluate its potential for being put to new uses.
Following my visit to the building, I found it difficult to gain
a clear idea of what it is like due to its high degree of compartmentalisation,
is communications nuclei deep within it, etc. I suggest that at
least a typical floor of the building and its section are necessary.
What is the built area of the municipal building in Puente y
Pellón? Who is the present owner of the temporary market now in use
and located in a corner of the plaza? Would they agree to a change
in its use? The sector's general conditions concerning renovation and rebuilding
will be adapted for the proposals regarding the available buildings.
